The construction workers were being transported to the work site. Observations indicated the workers were traveling in a severely overcrowded pickup truck, with occupants sitting, reclining, and sleeping.
You can create multiple entries, and pay for them at the same time. Just go to your History, and select multiple entries that you would like to pay for.
