Those are iranian sailors who come very often to Dubai to trade in Iranian spices, rice and fabrics with used car's spare parts, confectionaries soon to be expired, refurnished electronics, … etc. They enter the city through Dubai's creek and anchor their dhows at the old side of the city. They stay in their dhows for many days to fully load them, then sail back to sell their goods in Iran.
